Just like everything at the moment this will only be a temporary situation. Likely depending on the actual progress of things, as we come out of the pandemic and into the direction of things opening up there will probably be a lot of ads money flying around. Once people are opening business again, they will tell everyone.
The other key point is that if creators are not making as much money, nor is Youtube. While there is a chance that maybe they have alter the split. It is more likely that Youtube is also seeing their revenue tank. But also likely seeing their costs for serving traffic increase as well. While I suspect Google/Youtube has the financial position to weather it, they are going to be far from meeting any financial targets this year, I suspect.
